(Received 11.30 a.m.) — VIENNA, February 23. The German Foreign Minister, Baron von Neurath, is reported to e proposed a four-Power defensive pact between Austria, Germany, Italy and Hungary, conditional on Austria undertaking not to restore the Hapsburgs, which would mean a lasting check to Nazi aspirations. .

Official quarters, however, declare that the story is a pure invention.

An atmosphere of extreme uneasiness was created as a result of yesterday's Nazi demonstrations to welcome Baron von Neurath, which annoyed Dr. Schuschnigg, while the mass arrest of Nazis angered Germany.
