New Decree Makes Reforms in Italian Army. FRONTIERS MUST BE WATCHED (Received 11.30 a.m.) ROME, February !). Cabinet has decided to increase the number of long-service officers, "in the light of the new necessity," ajid to speed up the promotion of young officers showing ability as there are too many elderly commanders who will be ruthlessly retired from service. The decree refers to the need of active and constant vigilance on frontiers, and adds that the present and future needs of the Empire have decidedly altered Army requirements.
