P. Mi-liiikiiw. associate of Harry Kridfjes, the strikers' leader, estimates that it will take three or four (lava to carry out the voting liy the 40.000 strikers. The men will be asked if they will return to work, says Air. Melnikow, under agreements and understanding* reached l>y their negotiating committees with the employers. Approval by a majority is regarded an a foregone conclusion since, with few exceptions, the unions have won their :uajor demands, particularly the right to fontrol hiring halls, the eight-hour day «>r less, cash pay instead of time off for overtime, and union recognition. The employees, however, have retained i'ull freedom to select ships. The Officers'. Engineers', Masters' and Mates', the Pilots' and the Marine Engineers* Unions have accepted wngrincreases and other concessions and jjave the shipowners the right to hire such men outside union ranks.
