Anglo-French Proposal to End War in Spain. FRANCO'S ATTITUDE UNKNOWN (Received 9.30 a.m.) LONDON, December 9. A plebiscite in Spain to end the disastrous civil war, reports the "Daily Herald" Paris correspondent, is the aim of tlie British and French Governments, whose mediation is hoped to lead to an armistice, after which a popular vote will be taken. The Spanish Government is believed to be agreeable, but General Franco's attitude is an unknown factor.
