RAPID CRUISE.
MR. ROOSEVELT'S PLANS. WASHINGTON, November 17. President Boosevelt will leave Washington on Wednesday for a rapid cruise in South American waters on board the cruiser Indianapolis. He will stay two days at Buenos Ayres for the_ PanAmerican Peace Conference. He is not expected to return until December 1.
