FOUR MEN KILLED. DEATH LAW FOR TERRORISTS. HAVANA. Four men, one of them a policeman, were slain in a gun battle in the Santo Suarez suburb of Havana when police raided a building in which members of the Young Cuba (Joven •Cuba) revolutionary organisation were believed to be hiding. Those killed were Felipe Lastra, policeman; Luis Garcia Quibus, Young Cuba leader; Miguel Cruz Martinez, member of the organisation, and Pedro Martinez Orta, a former army lieutenant. Quibus had been sought in connection with several kidnappings in which the Young Cuba group allegedly participated. He also was implicated by police in the dynamite Explosion on September 20 in front of the newspaper "El Pais," which destroyed the building'and caused five deaths. Police said Quibus was the only person in Cuba who could handle dynamite well enough to rig up the automobiles in which the explosives were cached.

President Miguel Mariano Gomez signed the emergency capital punishment bill. The law provides that persons convicted of certain grave gangsterism or terrorism crimes are to be shot within 24 hours.
