"If -there have been breaches of the non-intervention in Spain, it would be rash to assume that they have occurred only on one side," said the Home Secretary, Sir John Simon, in a speech at . Newcastle-on-Tyne. "But surely the object of preventing, the war from spreading and of localising the conflict is a consideration of surpassing importance. "Let those," he said, "who want to advocate any other course ' carefully consider what the consequences might be. Indeed, it is not clear what an alternative policy to non-intervention is. No serious alternative policy has as yet been formulated. "There is a fearful, raging furnace of fire in a corner of Europe. One of the duties that rests heavily on us is to see that that fire does not spread." j
