SEAMEN'S MANNING SCALE. (By Telegraph.—Parliamentary Reporter.) WELLINGTON", Thursday. By Governor-General's Message an amendment of tlie Shipping and Seamen's Act was introduced in the House of Representatives to-night. The Minister of Marine, Mr. Fraser, explained that the measure was prepared by his predecessor and it was purely a technical matter, giving effect to agreements which had been made (between ship owners and their employees regarding the manning scale for motor ships. The bill deals with the granting of engineers' certificates for motor ships and lays down a new schedule of fee* for these certificates. Further clauses set out in detail the actual manning of motor vessels.
