As I understand the new basic wafre legislation, one of its certain effects will be to encourage scholars to leave secondary schools at the age of fifteen and seek employment. It is pertinent to inquire whether this prospect is contemplated gladly by our Minister of Education and whether he has fully considered the effect this will have oil the percentage of children who should follow on to a secondary education. It seems it must naturally eventuate that if the operations of the basic wage encourage the seeking of employment by young people at the age of fifteen and also encourage employers to prefer the employment of beginners at the age of fifteen, the consequences must follow that the percentage of children completing n secondary education will decline.
