REFORM OF LEAGUE.
PRESSURE FROM RUSSIA. (Received 1.30 p.m.) GENEVA, October 7. After pressure by M. Litvinoff (Russia), the General Committee of the League Assembly decided in favour of establishment of a committee, representative of all States-members, "to deal with the question of application of the principles of the Covenant." In other words, it is to consider reform of the Covenant.
