fortification clause. (Received a.m.) LONDON, October 7. The British Government has approached the United States and Japan regarding renewal of Article XIX. of the Washington Treaty of 1922 to maintain the status quo regarding non-fortifica-tion of islands in the Pacific. A message from Tokyo states that the Japanese Foreign Office has not yet received the British Note. It is believed that Japan approves the spirit and aim of the proposal, but will carefully consider its reply, because the areas concerned, chiefly .the Bonin Islands, Loochoo Islands, and Formosa are vital to home defence, while Britain and the United States are restricted only in regard to outlying possessions.
