JAPAN LOOKS AT CHINA. TOKYO, October 1. "China is now at the cross-roads and must decide whether or not she will shake hands with Japan," _ said the Foreign Minister, Mr. Arita, in a statePress representatives. "Japan," he added, "sincerely wishes to reach a negotiated settlement, so that stability in Eastern Asia may # l'.o preserved, but the opinion is growing that negotiations are useless and that a mere settlement of the iccent «xn -iJapanese incidents will be insufficient. "China must eradicate the root causes of the trouble. Relations between China and Japan cannot be allowed to drift, and Japan expects China to submit proposals."
