British People to Provide Own Protection. BOOK TO EVERY HOUSEHOLDER (Received 11 a.m.: LONDON, September 30. The Government is sending out to every householder a book on air raid and gas dangers.. It is suggested that all provide their own refuge in their own homes, factories and shops. An official stated that public shelters were only for those caught in streets. There was no intention of having public bomb-proof shelters requiring a concrete roof 10 feet thick or alternatively built 75 feet underground.
