RUMANIA LEANS TO NAZIS. (Received 1 p.m.) BUCHAREST, August 30. Cabinet 1 resigned and \as been reconstructed. M. Tatarescu is again Prime Minister. All the former Ministers have been included except M. Titulescu, veteran Foreign Minister. The Tatarescu Government aims at speedy rearmament or Rumania at a cost of £7,000,000, and contemplates a rapprochement with Germany and Poland.
