Russia Proposes Stronger Punitive Machinery.

United Press Association.—Copyright. (Received 10 a.m.) GENEVA, August 28. I M. Litvinoff, Foreign Secretary, has sent to the League Secretariat Russia's proposals for reform of the League. He opposes revision of the Covenant, but favours strengthening i the punitive machinery against an aggressor by more specific procedure. This includes adoption of decisions in which three-fourths of the Council, minus the parties concerned, agree. Russia proposes also that if the Council does not take action against an aggressor this should not prejudice immediate execution of mutual assistance agreements. Argentina has proposed harmonising the Covenant with the Kellogg Pact and the South American Pact against war, and suggests the re-entry of Japan and Germany and the entry of nonmembers, notably the United States. It also proposes punishment of violation of the Kellogg or South American pacts by sanctions.
