THE CIVIL SERVICE.
In your issue of the IStli inst. you published a statement by Mr. Temni, chairman of ilie executive of the Institute of Public Administration, concerning the attitude of civil servants 011 the salary restoration question. May we point out that there is only one organisation competent and authorised to speak for civil servants in general, and that is the Combined Civil Services Committee, of which Mr. Temm is not a member. For that reason liis statement should not be taken seriously. Upon inquiry it is found that the" Institute of Public Administration does not concern itself with such questions as salaries and conditions in the Civil Service, and, in fact, has a rule to that effect which reads as follows: "The institute does not include among its objects that of protecting the interests of public servants in such matters as remuneration and conditions of service, but leaves these activities to other associations formed for tlie purpose." It is therefore remarkable to find the chairman of the executive making a public pronouncement upon such a question as salaries; and it might be pertinent to inquire whether or not he has the authority of the j organisation he represents in making such a statement to your paper. It will be appreciated that much harm can be done and dissatisfaction caused by the publication of loose statements which have neither real meaning nor justification because tliey lack the seal of authority. Civil servants, like all other members of the community, are naturally concerned at what appears in the Press about their own particular affairs, and whilst they know that the Public Administration. Society confines itsself more or less to matters of an educational nature, your average reader does not. It is for the purpose of acquainting your readers in general with the correct position that we have sought space in your paper. A. C. WELLS (Chairman), S.
