LOCAL BODIES.
PROVISION IN BILL. CHARGE ON UNPAID RATES. LOANS FOR HOUSES. (By Telegrapli.—Parliamentary Reporter.) WELLINGTON, Wednesday. Several provisions affecting local bodies are incorporated in the Finance Bill introduced into the House of Representatives by Governor-General's message to-day.
Power is given to county councils to raise loans without polls for trie eradication of noxious weeds. Tlie terms of the loans is not to exceed ten years. Local bodies arc given authority to remit the additional charge of ten per cent on unpaid rates. Remissions or postponements of the additional charge are validated. The power to remit the additional charge may be exercised in respect to all rates or any particular rate or rates, and may also be exercised generally or specially with respect to any particular ratepayer or ratepayers only. The subsidies paid by the Crown 011 rates collcctcd by borough councils are to be restored to the level existing prior to 1033. A similar provision is made in regard to payments made by the Minister of Finance to fire boards under the Fire Boards Act of 102 G. The State Advances Corporation is empowered to make loans to local authorities for housing purposes, either out of the funds of the corporation or out of the Housing Account of the Corporation.
