Martial Law Raised But Opinion Bound. LABOUR'S CONQUEST AIM. (Received 2 p.m.) TOKYO, July 17. Martial law lias been raised but "dangerous thought" is to be more strictly controlled, the Minister of the Interior, Mr. Ushio, announced in stating his policy for strengthening authority throughout the country. Provincial Governors are reminded of the necessity of controlling seditious literature and of keeping a close watch on public discussions. Simultaneously with the raising of martial law, the Labour party pledges itself to a policy of conquering parliamentary power and nationalising industry.
