ESPIONAGE CHARGE.
"SO-CALLED CHINESE CONSUL." TOKYO, July 16. On a charge of espionage, the Japanese garrison arrested Sung Liu-yu, "so-called Chinese Consul" at Sei-shin, where he occupied the former Russian Consulate.
