Notes were handed to the American and Japanese Ambassadors in London for communication to their respective Governments in which the British Government stated its intention of invoking Article XXI. of the London Naval Treaty of li) 30, known as the "escalator clause."
The object is retention of 40.000 tons of over-age destroyer tonnage above the figure which, according to the treaty, the British Commonwealth should 2>ossess on December 31 next.
The question of retention of Hawkins class cruisers is still under discussion between the British, Japanese and United States Governments. It is understood this was the subject of separate communications made to the Japanese and American Ambassadors in which the British Government set out the reason why it does not consider retention of these cruisers as contrary to the treaty.
