BRITISH NAVAL BUILDING. (Received 9.30 a.m.) WASHINGTON, June 30. The State Department has formally answered Britain's request to be allowed to replace old destroyers in the affirmative, providing that Britain assumes responsibility for the increase. It is understood that the communication, the text of which has not been published yet, takes the position that the only way for the Government to increase its naval power is to invoke the escalator clause of the 1930 treaty.
