VOTING IN PERU.
NEW ELECTORAL LAW. GENERAL ELECTION IN OCTOBER. LIMA (Peru). The new electoral law, reported favourably to the Constituent Assembly by the electoral committee, provides for general elections on October 11. A President, two vice-presidents, 40 senators and 140 deputies will be chosen. The electoral register, to be opened throughout the republic within 10 days of promulgation of th» law, will remain open U0 days. It will . then undergo revision for 00 days more. A census in 1033 listed as entitled to vote 392,303 of a total population of 0,147,000. There probably will be no great change in this figure.
In the report of the electoral commitee of Congress the project is based on the principle of anVutonomous electoral register, the secret and compulsory ballot, representation of minorities and election by the departmental system. The national electoral board, which will be a final court of appeal, will consist of a judge of the Supreme Court as presiding officer, a representative of Congress, a representative of the executive, and four members drawn by lot from departmental boards. A representative of the universities, included under the 1031 statutes, has been eliminated. Under the electoral statutes of 1931 scrutiny of the votes, was by departmental boards. This led to delays in dispatch of the ballot boxes from the provinces, and the possibility of their being tampered with en route. The new project provides that the scrutiny shall be made by the provincial boards, loavin" to the departmental boards the right to proclaim the candidates who have been elected. i
