The report of .Sir Otto Niemeyer on the financial position of the Indian provinces and the central Government. with the information required for the drafting of orders under the Government of India Act for the allocation of certain resources between the central and the provincial Governments, is a most important and outstanding preliminary to the inauguration of new reforms in the provinces.

Sir Otto concludes tiiat the British Government may safely propose to Parliament that Part 111. of the Government of India Act should bo brought into operation a year hence. He says he has formed the opinion that the budgetary prospects of given prudent management of . her finances, justify the view that adequate assignments can be made step by step to meet the financial implications of the new constitution.

In the detailed proposals submitted the paramount importance, npon which the report insists, of preserving the stability of the central finances has been kept carefully in mind.
