NOT BINDING.
Major Douglas and Social Credit Premier. POST AS ADVISER DECLINED. (Received 1.30 p.m.) * EDMONTON, March 24. Mr. William Aberhart, leader of the Provincial social credit Government, today severed all connections with Major Douglas after a Government caucus had considered a cabled ultimatum from Major Douglas that, unless accepted today, his offer to continue as Alberta adviser will be withdrawn.
The Premier stated that the Social Credit Bill, now before the Legislature, calling for an investigation of the feasibility of social credit and empowering Cabinet to act, would not be withdrawn.
CANADA AND NAVAL TREATY.

OTTAWA, March 24.
The naval treaty to be signed in London on Wednesday will not bind Canada to any participation in the United Kingdom naval programme, the Prime Minister, Mr. W. L. Mackenzie King, told the House of Commons. On account of Canada's small navy, she had really no direct obligations. The treaty will bind, all nations to limit tonnage and acquaint each other of building programmes.
