Sharp Measures to Suppress Looters. U.S. FLOOD AFTERMATH. NEW YORK, March 24. With the exception of the Merrimac and a few rivers in Maine, the flood waters are receding rapidly throughout the east. Relief agencies arc redoubling their efforts to succour the thousands of people in distress. Virtual martial law has been enforced in Hartford, Connecticut, where the members of the militia have been ordered to shoot looters. The menace of epidemics is serious in Hartford. Cases of pneumonia, typhoid, diphtheria and ptomaine poisoning are reported. The health officials have ordered the inoculation of 30,000 people throughout Connecticut.
The crest of tlie_ Ohio River flood continues to work" its way toward Mississippi, breaking dykes and flooding hundreds of thousands of acres of lowlands. Citizens of Portsmouth, Ohio, watched apprehensively as the rise of the Ohio River appeared to have stopped just below the. 60ft wall which protects the city. i
Low areas in Cincinnati and Louisville are inundated, and several hundred families have had to leave their homes.
According to the latest statistics 172 bodies have been identified, 425,000 people are homeless and the property loss totals 500,000,000 dollars.
