Obstructing Hitler's Gesture o Peace. GERMAN INDIGNATION. BERLIN, March D. The French Cabinet's rejection of HenHitler's memorandum to tlie Locarno Powers offering to negotiate . a new agreement for the establishment of a system of European guarantee of peace lias angered German opinion. It is asked whether France will once again "throw away this decisive opportunity to brnig about peace." Tlie newspaper "Volkischer Beobacliter" expresses surprise at the primitive fashion in which France "swept aside" Hen- Hitler's far-reaching proposals. "Do they think they have the exclusive right in Paris alone to determine the fate of Europe and remove freedom from all other great peoples?" asks the newspaper. "We must hope conversations with the diplomats of other nations will temper French stubbornness, and that France will realise that the peace of tho whole Continent cannot be sacrificed for tlie sake of stupidity."
