CLASH WITH CIVIL INTERESTS

TOKYO, March 6,

Generals Araki, Abe and Minami, all members of the Supreme Army Council, have retired. General Uyeda, commander of the Japanese forces in Shanghai in 1932, replaces General Minami as Commander-in-Chief of the Kwantung Army and Ambassador to Mancliukuo.

General Kawasliima, Minister of War in the Okada Cabinet, has recommended his own retirement.

A fierce "behind the scenes" conflict between Army and civil interests, culminated in General Count Terauclii's withdrawal of acceptance of the war portfolio. Army leaders consider that Mr. Hirota's tentative Cabinet gives too much influence to heavy industry and renders it impossible to carry out the Army's military policy.

The Army intends to refuse to fill the war portfolio unless Mr. Hirota nominates other Ministers more to the Army's taste. A flight captain who was wounded in an attempt to assassinate Count Makino committed suicide in hospital.
