PALESTINE ASSEMBLY.
ARABS RESERVE ANSWER. PLAN FOR COUNCIL OF 28. - t JERUSALEM, December 28. Creation of a Legislative Council of 28 members for Palestine was announced at a meeting with Arab leaders to-day by Sir Arthur Grenfell Wachope, High Commissioner. Asserting that the Government, because of its satisfactory experience with local municipal governments operated on the council plan, was convinced the time was ripe for the establishment of a national assembly, Sir Arthur gave these details:— The Council will comprise sevep. Jews, Ave Government officials, three Arab Christians, 11 Moslems and two merI chants. One of the merchants, it is [ believed, will he a Jew. Three of the seven Jews will be appointed, the other scats to Jews to be lilled by election. Of the 11 Moslem seats, three will be filled by appointment and eight by election. The Arab leaders reserved their answer to the plan. The High Commissioner, who will make a similar announcement to Zionist leaders to-morrow, said the Council would not have jurisdiction in political questions of any nature.
