Gale and Fog Prevent "Arrest" Of Italian Steamer. COLLISION WITH RUSSIAN. (Received 2 p.m.) LONDOIST, February 2. As tlie result of a collision in tlie Channel between the Italian steamer Fedora alid the Russian steamer Pravda, the Admiralty ordered the "arrest" of the Fedora. This necessitated swift action lest she should proceed outside the three-mile limit, thus possibly depriving the Pravda of compensation. Heavy seas prevented immediate service of the writ. The Fedora' ultimately succeeded in anchoring outside the three-mile limit before the writ was served, owing to a gale, and later slipped away during a fOg;
