Parliamentary Rule Ends in Poland. PRESIDENT HOLDS ALL REINS. (Received 2 p.m.) WARSAW, October 14. A Ministry headed by M. Zyndram Koscialkowski, has displaced Colonel Slawek's Cabinet. This marks the end of the political reorganisation envisaged by the late Marshal Pilsudski, whereby a Parliamentary democracy based on the French pattern is succeeded by a strong central executive, with absolute power in the hands of the President, M. Moscicki, and a Cabinet responsible to him. The new Parliament, elected in Septemller, plays a most minor role in governing the country. .
