LEAGUE MEASURES TO ENFORCE SANCTIONS.
GENEVA ACTIVITY. Co-ordinating- Committee to Be Set Up. LATEST DEVELOPMENT. British Official Wireless. (Received X p.in.) IIUGBY, October 8. , The unanimous adoption by the Council of the League of the report of the Committee of Six, which definitely concluded that Italy had resorted to war in disregard of its Covenants under Article XII., marks an important phase in the League action in reference to the crisis. The decision brings Article XVI. of the Covenant into operation, for that article provides that any member of the League which so acts is deemed, ipso facto, to have committed an act of war against all members of the League. These members undertake, by Article XVI. to reply with economic, financial and legal measures. It now becomes the duty of members to determine the nature and extent of these measures, and for this purpose a co-ordinating committee of the League Assembly will be set up. The composition of this committee was much discussed at Geneva to-day. and the general assumption is that it will include members of the Council with probably eight or 12 representatives of other members of the League. A meeting of the League Council was provisionally arranged for this afternoon, but it will only be called if Baron Aloisi requests it. There was great activity at Geneva to-day, and preparations are being made for the resumed meeting of the Assembly to-morrow. Mr. Eden had a conversation with M. Laval, Dr. Benes and Senor Madariaga, who is spoken of as the possible chairman of the committee to co-ordinate measures in fulfilment of League obligations. FRENCH ANXIETY. Defence Precautions Taken in Somaliland. BARRIERS TO FUGITIVES. (Received J2.30 p.m.) LONDON, October S. Determined to maintain the integrity of French Somaliland. the authorities have landed six artillery tractors, an ambulance and collapsible huts. Some 900 Senegalese sharpshooters and 20 'white officers have been stationed on the frontier in order to prevent fleeing belligerents from crossing the border as a possible result of the Italians' occupation of Mount Mussa Ali.
White troops totalling l(iO were sent to Dire Dawa as railway guards. Other points will he protected later. Three companies of native troops and 12 aeroplanes will defend Jibouti itself. The "News-Chronicle" in condemning the slowness of the League's mechanism says: "Even now the Council has not steeled itself to recommending the members to live up to Article XVI. Still further delay is foreshadowed in the appointment of a committee to decide with endless circumlocution the essential economic measures."
