RUSSIA AND AMERICA.
Fair minded people of all political convictions should appreciate the comments of the Soviet Ambassador upon the American Government's protest re Communist propaganda. Ho pointed out that there is continuous propaganda in the United States against the Soviet Union, yet the Soviet Government does not resort to diplomatic gestures. The attitude of all the protesting Powers is lacking not merely in consistency, but also in senee of humour. The American pretence of being "shocked" at the Soviet Government's firm attitude can be ascribed to nothing but hypocrisy, for the latter's attitude has been plainly stated through the whole period of its existence. The Soviet Government is one thing. The Communist International, as the executive of the world's Communist parties—English, French, German, New Zealand, etc.—is entirely a different thing. As well might the Swiss Government be asked to suppress the Second (Socialist) International as the Soviet Government be expected to suppress the Third (Communist) International. S.W.S.
