APPALLING CONDITIONS.
MANY WORKERS IN RUSSIA. (Received 1.30 p.m.) MOSCOW, August 27. The newspaper "Pravda" draws attention to the apathy of the local authorities towards the appalling living conditions of thousands of workers, instancing New Zaporojie, 'where a census revealed that 10,000 persons were living in 5000 small dug-outs, without water or lighting, yet within a few yards of the great Dneprostroi power station.
