THEFT AND RECOVERY.

JAPANESE NAVAL DOCUMENTS. (Received 2 p.m.) QUEBi:C, August 26. Secrecy surrounds | the theft of important Japanese naval papers from Lieutenant-Commander Oinac, of the Japanese Navy, who recently arrived en route from Europe to Japan. The documents were recovered by detectives, and the chief, Emil Trudel, refuses to discuss the case. He admitted that he was tanked by Mr. S. Kato, the Japanese Minister at Ottawa. It is understood the papers were in a satchel, which was smuggled out of the hotel shortly after LieutenantCommander Omae's arrival.
