FRANCO-SOVIET PACT.
SEQUEL AT ARMY EXERCISES. (Received 12.30 p.m.) MOSCOW, August 21. It has been arranged that the bigscale manoeuvres of the Red Army in tile Ukraine will be attended for the first time by a French military mission. This is the direct sequel of the FrancoSoviet pact of mutual assistance. A Soviet mission will attend the French autumn manoeuvres.
