WELLINGTON, Monday. __ A. possible modification and improvement in the education system were mentioned to the Wellington school committees and the Education Federation tonight in an address by the Minister of Education, the Hon. S. G. Smith. He announced that he intended to consolidate education legislation, to give careful consideration to the question cf the readniittanee of five-year-old children to the primary schools and to review the stalling of schools by comparing the average roll number' method with the average attendance basis. He hoped that radio lessons to schools would be extended, and he defended the accrediting system for proficiency certicatcs and the extension of intermediate schools..
