LYTTELTON BY-ELECTION. LATER SESSION INDICATED. (By Telegraph,—Special to " Star.") WELLINGTON, this day. The Lyttelton by-election ia not being hurried. The Government Gazette which was issued last night did not contain a formal notification of tho vacancy, an essential preliminary to instruction for the issue of a writ, which hns then to be returned within forty days.

In a Gazette extraordinary further proroguing Parliament till July 25 the phraseology used omits reference to "transaction of business," which is a plain indication that there is to be a further prorogation, which, in view of the delay in completing the meat negotiations, may involve a session which will not commence till nearly the end of August.
