At the instance of the Birmingham delegation, the Association of British Chambers of Commerce annual meeting unanimously passed a resolution that the full benefit of Empire economic cohesion would be facilitated by the creation in London of a permanent preparatory 'commission on which there should be full Dominion representation, to study interlocking interests of industry and agriculture and overcome difficulties in the practical application of the Ottawa agreements.
