NEW FOREIGN SECRETARY.

(British Official Wireless.) (Received 12.30 p.m.) RUGBY, October 15. The folloAving message was received by Sir John Simon from M. Laval:— "It was not until after your departure from Paris that I was entrusted with the direction of the foreign policy of France. I regret keenly that I was unable to meet you during the few hours you spent here. I would have been glad to tell you personally bow happy I feel at being called upon to collaborate with you in the interests of the maintenance of peace."

Sir John Simon sent the following reply: —"I thank your Excellency most lreartily for your friendly message, which I warmly reciprocate. The tragic death of M. Barthou removed a statesman with whose work for international peace I was happy to be associated.

"I rejoice to think, however, that I shall find in your Excellency another collaborator with whom I trust to be associated in dealing with the grave problems of the time in a spirit which will make for world peace and maintain in their full effect the friendly relations between our two countries."
