Drastic Precautions Taken in Spain. REVOLUTIONARY PLANS. MADRID, September 20. Following upon the discovery that Socialists were in possession of substantial supplies of smuggled arms, also of documents containing elaborate plans for a revolt, the Government has taken further drastic precautionary measures. Senor Samper late last niglit visited the President, Don Alcala Zamora, and reported on the situation. 1 The Government is convinced that members of the Left now possess all types of weapons, estimated to have cost at least £138,000. Civic Guards on Tuesday stopped a lorry loaded with rifles and ammunition and five liquid flame-throwers.
