JAY WALKERS IN" BERLIN. BERLIN", June 2. A law came into force recently cmpowering police to fine careless pedestrians on the spot. Fines ranged from sixpence to one shilling. When offendeis pleaded that they had no money the fines were collected later. This system of collecting fines on the spot is afso in operation for motorists' traffic offences, and also for "litter louts."
