It may interest "J.M.W." to know that there is in the New Zealand section at the Auckland Public Library a pamphlet published anonymously at Dunedin in the early 'nineties attacking party government and advocating its abandonment in favour of an elective executive. -Appended to it is a reprint of the report of a committee of the House of Representatives, unanimously recommending the adoption of a constitution on the Swiss model, with an elective executive, and, I think, proportional representation; but it is some time since I read it. and I am not quite sure on this latter point. "Mr. Ward'' is mentioned as a member of this committee, which also included several other leading .figures in the political world of that day. M.A.
