BELGIAN SOCIALISTS' STAND. BRUSSELS, February 22. The Socialists have decided to support tho Parliamentary address to be presented to Prince Leopold, Duke of Brabant, when he takes the oath on his accession to the Belgian throne on Friday. This is in accordance with the popular feeling that the political parties should be united in their grief.
