Esthonia Sounds Death Knell Of Parliamentary System.
NEW REGIME SALUTED. (Received 1 p.m.) REVAL, January '24. A salute of 21 guns at midnight hailed the death of the Parliamentary system of government in obedience to the October plebiscite and the inauguration of a dictatorship under Esthonia's grand old man, M. Konstantin Paets, who yesterday was Premier but now has power to dissolve Parliament and issue a veto on laws. The number of the members of Parliamert has already been reduced by half to 50.
