MAY BE DEFEATED
ROOSEVELT PROJECT. Scheme for St. Lawrence Waterway. OPPOSITION IN SENATE. (United P.A.—Electric Telegraph—Copyright) (Received 1 p.m.) WASHINGTON, January 10. President Roosevelt has sent two special _ messages dealing with the legislative session to Congress to-day. The first requested authorisation of the Government guarantee of principal as well as interest on 2,000,000,000 dollars' worth of bonds to be issued to save mortgaged farms. The second requested the Senate to ratify the St. Lawrence waterway treaty with Canada. No special opposition to the former is anticipated, but the flglit for the waterway treaty, according to observers here, may result in the President's first legislative defeat. Ratification requires a two to three majority vote, and many Democrats, notably Senator Wagner, one of the President's stauncliest supporters, have indicated their intention of opposing it. The message asked that the vast water power and seaway canal project be considered "from a broad national viewpoint," this request being in answer to the contention of the railway and j river transportation interests that it 1 would detract from their business.
