OFFER TO GERMAN JEW EXILES
LONDON, December 7.
The Moscow correspondent of "The Times" states that M. Peter Smidoviteh, vice-president of the Soviet Union, has offered a refuge for persecuted German Jews, enabling them to found an autonomous Jewish republic named .Birobidjan.
