THE CHILD PROBLEM.
NEW YORK STATE'S IDLE. (Received 12.30 p.m.) NEW YORK, October 29. It is announced that a fifth of all the children in New York State—the most populous State; in the Union—are in families receiving public relief. A ninth of the population of the State, or approximately 1,500,000 persons, are on certified relief rolls. Juvenile relief statistics became necessary when the Administration required to compute its requirements of cod liver oil for the coming winter.
