JAPANESE FEARS.
Culmination of Danger Period In 1935. EYES ON THE SOVIET. ("Times" Cables.) " (Received 1.30 p.m.) TOKYO,' October 20. The Inner Cabinet held a final conference to formulate a national policy for a period of emergency which, according to the fighting service chiefs, who dominate the national policy, confronts Japan. The theory of the Army and Navy is that the period culminating in 1935 contains so many risks that Japan must prepare for war, since her departure from the League of Nations becomcs definite in that year. The question of the South Sea Islands, which the Navy declares are essential to Japan's security, will then arise. The Naval Conference asseinbles the same year, when Japan must be able to assert her claims for a larger cruiser and submarine ratio. Furthermore, the Soviet having then completed its second Five-\ear Plan, will have a freer hand in the Far East. Meantime, Russian concentrations cannot be ignored. Japanese policy in China will be handicapped if the Chinese believe she is hampered by dangers elsewhere.
