To Be Given Up.
MR. HENDERSON DECLINES.
(Received 2 p.m.) GENEVA, October 11. Mr. Arthur Henderson flatly refused to hand over to the German delegation a peace petition signed by thousands of Germans in 1932. Dr. Goebbcls, Minister of Propaganda, recently anxiously inquired as to the possibility of the return, suggesting that ne contemplated punishment of the signatories.
