UNEMPLOYMENT.

PLIGHT OF YOUTHS. "NO CONSTRUCTIVE POLICY." 3GTAEY GOVERNOR'S PLEA. Addressing the Rotary Club this afternoon, Mr, T. C. List, making liis first official visit to Auckland as governor of Rotary in New Zealand, referred to the unemployed problem, especially as it affected tlie youth.3 of tlie community. Ho said there was nothing constructive and no co-ordination in the present policy. The time had come when a serious attempt should be made to solve the problem, lie maintained that the boys leaving school to-day had a feeling that they were not wanted, and had no part to play in the scheme of things. This contributed to developing a grudge against society. New Zealand was pursuing a policy of "laissez-faire." Conditions were ripe for a reorientation of ourselves, so that condition* might be changed and something' developed along new lines. It was a tragedy in a young country like New Zealand to have so many unemployed. .Something would have to be attempted that would be of a permanent character. It was no use railing at the Government, because all sections of the community had to bear the responsibility. Mr.'List said tliat he' was responsible for the appointment of a committee, consisting of Mr. 1)\ J. Nathan and Mr. B. Black, president of the Rotary Club at Pahnerston North, to make a survey of conditions in New Zealand. Associated with them would be Mr. Earle Vaile, of Rotorua, and Mr, D. Bryant, of Hamilton.. A report would be prepared and submitted for consideration of Rotary; and lie urged members to give careful consideration to the- report when submitted. He hoped that what was being attempted by Rotary would assist the Government in arriving at a solution.
